Dear Mr. Prime Minister,

The logic of events unfolding with reinstatement on 16th March, 2009 of the Chief Justice (implementation by the N.W.F.P. Govt of the Swat accord to adopt in the former Swat State of Sharia, the system of justice prevailing there before the partition of 1947) has, as visualised by those with foresight, started paving the way for other former States to similarly demand re-introduction of the previous systems of justice. Besides, the new Sharia system has started challenging the prevailing dispensation in the country whereby our Superior Courts are likely very soon to come in conflict with the hardliners. Such developments will not only weaken our jury system but also pose a challenge to the Government's authority to regulate law and order. Likewise, efforts of the international institutions and foreign governments for promoting the idea of greater Balochistan to secure a sea connection for the energy and mineral resources of the Central Asian States have started getting a boost.

In this context, the people of Baluchistan need to pay heed to the results of the disintegration of the Union of Soviet Socialist Republics, Yugoslavia and Czechoslovakia whereby the people of the disintegrated units not only lost their strength and identity but also have had to be constantly under the influence of their stronger/bigger neighbours. Similarly, the proponents of the idea of Pakistan's disintegration, specially India, should keep in mind that the visions of 'greater Punjab' (with amalgamation of the Indian capital of Delhi) and 'greater Sindh' (with amalgamation of Bombay) will not be far behind and the remaining Union (of India) could disappear like melting ice of the Himalayas and the flowing water of the Ganges. At this stage, it needs to be appreciated that there would be little chance of the disintegration of China, at least in the next fifty years, because the Chinese society codes based on ideology and dialect would be impregnable bulwarks against dissention of any kind.

The ruling classes of Pakistan and India need also to realize that the green strips in their flags represent an ongoing project of the world government which aims at destabilization and, eventually, disintegration of these countries. Therefore, instead of destabilizing each other, Pakistan and India should work for the stability of each other so that the sub continent can be kept out of the reach of the world government.

The trouble simmering since the year 2001 in those NWFP areas where society is structured on the tribal system has been steadily expanding into neighbouring settled districts and the writ of the Government is now openly being flouted in many places.

This is because a Muslim society governed under a system of laws incompatible with the Islamic social contract tends, in the light of constant evolution of its inherent systems of education and defence, to breed rebellion against an alien system of laws. At this stage, because the Swat model of Sharia amounts to practically taking the society back to the 20th Century, it has little chance of success. Accordingly, the only way out at this stage is to design an ideal system of governance based on five institutions, ie, Education, Commerce, Justice and Defence whereby institutional governance will takes care, inter alia, of co-existence with, and tolerance for, the international community.

Advancement of information Technology has caused Truth to manifest itself against all odds. The credentials of truth are established by the test of time. Good, Right and Truth are final, they do not merely come and go but create a new situation to restore the true balance disturbed by Evil, Wrong and Falsehood. The time theme and its mystery with relation to human history demands to get our vision adjusted to the logic of events as they have unfolded in the very beginning of the 21st century.

I can visualize the full import of the new world being shaped by nature. The ground of history is being prepared for a new world of Information Technology. While the Leaders provide a beacon for the right path, the Rulers keep the nation aligned towards such a path provided. In the process, the Leader never rules and Ruler never Leads the nation. It is only a Dictator who proclaims himself to be the leader and the ruler. I feel disturbed to see my country in total disorder.

I have for nineteen years been observing, analyzing and decoding the western and eastern civilizations and their economic reforms and, as a result, developed a crystal clear vision and expertise, in the centuries ahead, to develop and give practical shape to this broad outline of a National government for Pakistan. If the people of Pakistan agree, we need to set new public popular codes of society for NAME, FLAG, ECONOMY, SOVEREIGNTY and UNITY of a pragmatic and peaceful state. The idea is compatible with the current democratic system of the world, with an inbuilt mechanism for the EVOLUTION of a New social welfare state. It may be noted that while Evolution accords with the design and order of the universe, REVOLUTION is an evil act. The Evolution of new codes will, therefore, produce an unwritten constitution of six words for a social welfare state, the Year 2012 seeing a civilized nation on the Globe.
